Founder & Managing Principal

Joseph Hallahan is the founder and managing principal of Marianas Capital Advisory, a strategic advisory firm based in the Northern Mariana Islands. With a background spanning law, policy, and economic development, Joseph works at the intersection of capital, land, and regulation—designing investment structures that unlock long-term value for both local landowners and off-island partners.

Before founding MCA, Joseph served in all three branches of CNMI government—as a law clerk to the CNMI Supreme Court, as Legal Counsel to the House of Representatives, and as Staff Attorney for the Commonwealth Ports Authority. In those capacities, he drafted legislation, negotiated lease agreements, and advised on infrastructure projects with multigenerational impact. He also founded Hallahan Law, LLC, a Saipan-based law firm focused on land use, regulatory strategy, and commercial transactions.

Through MCA, Joseph brings this institutional knowledge into the private sector—helping clients structure compliant joint ventures, form special purpose entities, and navigate the complex terrain of island development. He combines deep local experience with a strategic, investor-aligned mindset to deliver grounded, executable solutions.

Joseph holds a J.D. from Washington University in St. Louis and a B.S. in Economics from Purdue University. He is admitted to practice law in the CNMI and the State of Indiana.
